Since its adoption by every state and the federal government, the Victims' Rights Movement (VRM) has enacted significant protections for victims and increased criminal sanctions. Among its notable achievements are expanded resources to help victims cope with trauma, greater sensitivity towards sexual assault victims in many jurisdictions, and increased chances of restitution from perpetrators. However, the movement has also led to excessive punishment for defendants, destroyed families, exacerbated racial inequality in the death penalty and sentencing, and falsely promises "closure" to crime victims. Vitiello argues that the VRM should focus on universal healthcare and limits on access to weapons, policies that could reduce the number of victims and support those who do become victims of crime.
