This book offers a new approach to understanding civil-military relations in the United States. By examining the effectiveness and efficiency of the armed forces, it sheds light on their roles and missions, as well as their cost. The author applies this analysis to recent developments in defence reform and the use of private security contractors.

The book reveals that while democratic civilian control of the military is not at issue, there are limitations to public control over private security contractors due to restricted interpretations of "inherently governmental functions" and limited legal authority. Despite efforts to address this issue, current barriers to reform are likely to persist.
