Description
No Great Wall: Tariffs, Nationalism in Republican China, 1927-1945
This study fundamentally challenges the widely accepted idea that Chiang Kai-shek's Nationalist government was incompetent. Instead, it argues that during the second Sino-Japanese War, China's international trade and tariff revenues collapsed, leading to a decline in government finances and political viability.
The Nationalist government relied heavily on tariffs as a source of revenue, which made its management of international trade and government finances crucial. However, when the war broke out in 1937, the loss of territories producing 80% of tariff revenue led to a sharp decline in government income, forcing the government to resort to more aggressive forms of revenue extraction.
