Description

Side Effects: Governance in Mexico after NAFTA's Labor and Environmental Agreements This book explores how governance in Mexico changed after the labor and environmental accords accompanying the NAFTA treaty went into effect. These side agreements required member states to uphold and enforce their labor and environmental laws, but enforcement was a challenge in Mexico. The author examines how differences in institutional design and domestic capacity influenced norm socialization in Mexico, particularly in environmental governance. The book argues that institutions' independence from national control, willingness to engage with citizens, and professionalization of bureaucrats and civil society actors contributed to the acceptance of rule-of-law norms. In contrast, labor governance has been hindered by union confederations, corruption, and limited opportunities for enforcement. The book goes beyond a simple accounting of resources devoted to enforcing the law, instead focusing on how to strengthen local capacity and promote pro-norm behavior - essential for development and democratization.
